WHERE WE ARE
Wicomico County is the fastest-growing school system on the Eastern Shore, and our resources have not kept pace with this growth. For 15 years, Wicomico has consistently fallen behind the rest of Maryland. In FY 2025, Wicomico ranked last out of Maryland's 24 counties in local per-pupil funding for education. We need to begin treating schools as core infrastructure as essential as roads, bridges, and broadband. If we’re serious about the future of Wicomico, then we need to be serious about the foundation we’re building for our children.

For too long, Wicomico has managed its infrastructure by reacting to crises instead of planning ahead. From the landfill reaching capacity to rural communities struggling with failing septic systems, residents are left frustrated and footing the bill for poor planning. Our county deserves an infrastructure strategy that looks forward, not backward - one that makes sure services are predictable, reliable, and built to meet the needs of a growing community.

Infrastructure that works: Predictable landfill capacity, timely road repairs, modern broadband, and reliable public safety equipment.

Strategic planning: Implement clear schedules for maintenance and replacement of core infrastructure so taxpayers know where their dollars are going and aren’t surprised by breakdowns.

Plan for the future of Wicomico’s Landfill: Develop a long-term waste management plan, strengthen recycling and composting programs, and make investments to extend landfill life, so residents aren’t left scrambling when capacity is reached.

Update and Finish Wicomico's Water & Sewer Masterplan: Establish a strong sanitary district to extend sewer access into rural areas with failing septic systems, protecting both public health and local waterways.

Maintain Dredging of the Wicomico River: Ensure regularly scheduled dredging along the Wicomico River by clearing and reusing spoil sites, to maintain the navigability of the Port of Salisbury and protect the industries that depend on it.

Wicomico is facing a housing crisis that affects every generation. Young adults need affordable homes and rental options, and our aging population deserves diverse housing choices that allow them to remain in the communities they’ve always called home. At the same time, we must build responsibly - focusing development in areas with access to sewer and water, extending services to rural areas with failing septic systems, and supporting creative solutions that allow everyone to call Wicomico home.

By planning ahead and ensuring public involvement from the beginning through transparency processes, we can safeguard the beauty of Wicomico while making our communities more resilient and sustainable for the future.

Invest in Flooding & Shoreline Resilience: Invest in community-based, long-term resilience planning, such as shoreline stabilization and stormwater system upgrades.

Protect Clean Water and Healthy Land: Proactively address TCE and PFAS contamination in drinking water and soils by expanding water quality testing and transparency.

Maintain Dredging and River Conservation Efforts: Maintain navigability of the Wicomico River with regularly maintained dredging timelines. This includes ensuring dredge spoil sites are available, and using dredged material for wetland restoration and shoreline protection - turning a challenge into an environmental benefit.

A safe and healthy community is the foundation of everything we do. Wicomico families should know that when they dial 911, help will come quickly - whether from our volunteer departments, career service members, or EMS. But today, too many of our volunteer fire companies are stretched thin, operating with limited manpower and resources. Public safety also means addressing health head-on: strengthening mental health services, combating the opioid crisis, and expanding access to care in our rural communities. By planning now, we can build a system that is reliable, fair, and ready for the future.

Public safety you can count on: Maintain staffing and equipment for fire, EMS, and law enforcement by working with departments to look ahead at evolving departmental needs so replacement delays do not impact services to county residents.

Fire/EMS strategic planning: Develop a long-term plan to support both volunteer and career fire service members, with fair and consistent funding for every department, and to plan for the eventual need for a paid fire service model as demand and population grow.

First responder incentives: Address dwindling volunteer recruitment by exploring stipends, tax credits, or benefits to encourage retention.

Healthy communities: Strengthen mental health and opioid recovery services, and expand mobile clinics for rural areas.

But to stay competitive and resilient, we need to invest in both our people and our industries. That means building stronger pipelines between our colleges and local employers, supporting agriculture while preparing for the jobs of tomorrow, and ensuring workers can afford to live where they work. By planning ahead, we can create good-paying jobs, attract new industries, and keep Wicomico a hub of opportunity for the entire Shore.
